The Spa Fields meetings had been organised by followers of Thomas Spence, the first in November 1816 had passed off peacefully, the second in December of 1816, had developed into a ineffectual attempt at a revolution, with several Spenceans raiding a gunsmiths and briefly exchanging gunfire with some soldiers.
